End-credit roll detection (tail window)

What we measure and how

Frames sampled from the trailing `tail_window_s` of the programme are classified by Claude vision for credit-roll presence. Catches deliveries with missing credits or credits running past the timed window. The spec's `credit_roll.tail_window_s` sets the inspection window.
