What we measure and how

Fast warning screen for photosensitive epilepsy (PSE) hazards. Runs inside the merged video pass and flags candidate intervals containing fast luminance flashes or saturated-red flashes that warrant the full ITU-R BT.1702-3 / Ofcom Guidance Note 1 analysis. **This is not a compliance test** — it is a low-cost pre-screen designed to short-circuit on clearly clean content. Output is informational only; the certified PSE verdict is reported by `pse_strict`.
