Line-up tone level conformance

What we measure and how

Measures the RMS audio level over the colour-bars region (ffmpeg volumedetect mean_volume on the trimmed audio) and compares it to the required line-up tone alignment level (test_signal.tone.level_dbfs, commonly -18 dBFS EBU or -20 dBFS SMPTE) within test_signal.tone.level_tolerance_db. Frequency and channel-routing verification are a follow-up (SQC-1131).
