Line-up tone frequency conformance

What we measure and how

Detects a steady line-up tone over the colour-bars region by FFT (SQC-1131) and checks its dominant frequency against test_signal.tone.frequency_hz (commonly 1000 Hz). Fails when no steady tone is present or the frequency is off. The detector also corroborates bars typing: a bars-on-video region with no line-up tone is not typed as a confident test signal.
