Colour-bars duration conformance

What we measure and how

Checks that a region typed as colour bars (by segmentation, SQC-1120) lasts as long as the spec requires. The typed region's measured length is compared against test_signal.bars.duration_s within test_signal.bars.duration_tolerance_s. A test signal is checked as a test signal — region typing never makes the duration go unchecked.
