Start timecode (container or stream tag)

What we measure and how

Reads the file-level or stream-level `timecode` tag (typically `01:00:00:00` for broadcast SDI canonical, `00:00:00:00` for VOD). Compared against the spec's `structure.timeline.timecode_start`. Reports the source of the timecode (container tag vs MXF SDTI vs MOV `tmcd` track).
