What we measure and how

Reads the declared `field_order` from the video stream (`progressive`, `tt` top-field-first, `bb` bottom-field-first) and matches against the spec's `assets.video.scan_type` allowlist. Distinct from the slow-tier `combing` check which measures observed interlace.
