Frame resolution vs spec allowlist

What we measure and how

Frame resolution match of `width × height` from the primary video stream's metadata against the spec's `assets.video.resolution.allowed` allowlist. The aspect-ratio assessment is separate (`video_active_region_shift` for active-picture centring within the declared frame); this check only validates the encoded frame dimensions.
