Photosensitivity epilepsy analysis, ITU-R BT.1702-3 (SDR only)

What we measure and how

Frame-by-frame photosensitivity analysis to the published ITU-R BT.1702-3 thresholds. Each candidate flash must simultaneously satisfy: (1) luminance change ≥20 cd/m² in regions where the darker state is <160 cd/m² (assuming SDR peak luminance 200 cd/m² per Jordan & Vanderheiden 2024); (2) qualifying-change area >25% of the screen; (3) flash rate exceeds the threshold (default 3/s, spec may override). A separate red-flash check fires when saturated red (R/(R+G+B) ≥ 0.8) covers >25% of the screen. Analysis runs at 320×180 working resolution. Not a certified replacement for HardingFPA. SDR only.
