AS-11 Material Package track structure

What we measure and how

Validates the AS-11 UK DPP Material Package track inventory against the shim (Features 8 / 9 / 10 + a27 / a29 / a31 / a32): exactly one Picture track, exactly 4 or 16 Sound tracks, sound track numbers unique and contiguous 1..N, and exactly one Timecode track. Uses the per-track kind + track_number inventory mxfcore surfaces from the Material Package. No-op unless the file is AS-11 with a Material Package track inventory.
