What we measure and how

Reconciles the AS-11 DM segmentation track (DMSegments + Fillers, each carrying AS11PartNumber / AS11PartTotal and a duration) against the declared programme structure: part numbers are contiguous 1..N in timeline order; N matches `total_number_of_parts` when declared; every part declares part_total == N; the summed part durations match `total_programme_duration` when declared; and the segmentation track spans the file duration derived from the picture track (when edit rates match). No-op unless the file carries an AS-11 segmentation track.
