LTC / VITC sidecar timecode

What we measure and how

Detects the presence of LTC (Linear TimeCode) on an audio track or VITC (Vertical Interval TimeCode) in the active-picture area. Skipped cleanly when the container type doesn't carry one (e.g. MP4, where TC is in the `tmcd` track instead).
