What we measure and how

Match of the stream's `r_frame_rate` (rational) against the spec's `assets.video.frame_rate.allowed` list. Allowed values are matched as strings to preserve the broadcast-canonical fractional forms (e.g. `23.976` = 24000/1001, distinct from `24`).
